Dispute denied

I saw an item from an online shop via Instagram and through messaging, sent money through PayPal but the seller claimed afterwards that they had no stock and would message me after they go through their numbers again. After a month, they didn’t reply me and never sent any parcels or tracking information so I disputed the case. Now PayPal closed the case in the sellers favour because they were “able to provide delivery confirmation” which is a total lie and it is probably fabricated but for some reason I can’t find an appeal option. Any advice?
