Dispute case closed

I filed 2 claims from what appears to be 2 companies from China, PayPal reimbursed me for one and closed my case on the second one, these 2 companies, I believe have scammed me and used PayPal to do it, I wouldn't have ordered anything from them if PayPal didn't guarantee it, so where do I go from here? I dispute the fact that my second case was closed because PayPal nor the company kept up with notifications, I was unable to contact the company and PayPal claims the received info or a tracking number and that the package was delivered, in fact it was not, I'd like to know where I go from here

Paypal doesn't guarantee anything, they are not an insurance company.

They are a payment processor that gives 'some' buyer and 'some' seller protection but its up to you to read up on that coverage and then risk assess your transactions.

 

If your item not received dispute failed because the seller provided tracking then its your turn to do some work to assist paypal in trying to get your refund from your chosen but sadly scam seller so........


APPEAL

To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address.

When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page, however that may not be an option at the moment due to covid), or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.
