Dispute a Closed Dispute

I just want to say I have been very happy using my PayPal account, until now. My dispute was closed in favor of the seller because paypal stated that I didn’t provide the tracking info. I did I have an email that states that they received my tracking info. I’ve been tracking the return. I ordered a sewing cabinet and was sent a digital thermometer! Might I add that this digital thermometer cost me $37 and change. How would I get the beings in charge to look at this dispute again?
