Denied Claim

On May 7 2020 I placed an order directly with Subatcina, did not use eBay or sellers. Order Numbe[Removed. Phone #s not permitted]for a total of $41.82. I payed using PayPal: Authorized @ 2020-05-07T08:28:08z Trans ID 60B265711K525633J.

3 weeks go by and I don't have my order and Subatcina is acting like they don't know who I am so I complain to PayPal who tells me they sent my money to a Rebecca who told PayPal she sent me my order and gave this tracking Number as proof 92748927005099010012924941. This tracking number traces to a package I received April 22, remember I placed my order with Subatcina May 7. Should be a no brainer I get my money back right? Wrong! My claim was denied saying Rebecca showed proof that I received my package on April 22. I have been unable to get a hold of a human at PayPal. Rebecca realized machines are making the decisions and she figured out a way to fool them. My question to everyone and anyone... How do I get a hold of a human at Paypal? or Do I have any other recourse or way Of getting my money back?

Yeah, have to appeal and get PayPal customer service to review this. Maybe the software between usps and PayPal don't check dates, just status, city, state/province, zip, country.
