Completely locked out + banned from account AND customer service for underage use? (19 y/o)

I was asked to provide a license for account verification some time ago (roughly a year) and sent mine in when I was a week or so away from turning 18, figuring by the time it is reviewed I would be of age. I was banned of the site within an hour of uploading with all of my funds (significant amount) being locked for 180 days. I spoke with a representative and they said while underage users are not allowed, when I turn 18 my account would be reviewed and I would once again have access, and as my birth date was very soon he told me he noted my account so the unlock would be expidited. I have tried calling off and on since March and the lines were all busy, figuring it was because of coronavirus. By trying the email/chat support system, I came to find my account is "disabled for customer services" due to my "fraudulent behavior and the risks it poses". What can I possibly do here to get through to someone? Am I completely **bleep**?

Paypal does not allow account holders under the age of 18.
PayPal asks for a birth date when you register so whilst you can make a PayPal account with false information the account will need to be verified to accept funds into your balance or lift any limits.
As you would be unable to verify your account it would be locked for further use.
When you were 18 you would have to contact customer services to ask if they would allow you to open a new account as you would never be able to use an illegally made underage account.

However they do not always allow this as you have already broken their rules once.
