Case Resolution date continually increasing... Paypal customer service nowhere to be found :(

Everytime I check the status of the case the date of expected resolution increases by a few days. The seller is a scammer and creates an electronic parcel number with Auspost then declares that it has been sent - but nothing other than a registration of intention to post with Auspost has occured however, the seller responded to the dispute by simply providing the tracking number - but again, no parcel was ever received by Auspost.
Paypal does not have an area in the resolution section for me to add extra information such as the Auspost email confirming what I have just said about the parcel received. I tried calling PayPal and was offered a "keep your place in queue" which I opted for - and of course, no call back. Right now I am still on hold - it's been 20 mins so far, sigh.
Paypal - Lift your game! You make enough money to provde better customer service.
