I needed to withdraw funds from my PayPal account, but everytime I try to do so, it shows that manual payments are "unavailable" at this time. The amount hasn't been transferred automatically either. When I check in the help center about this problem, it says that my account has certain limitations and I should resolve them. However, there isn't a single clue about how to resolve problems in the resolution center. So basically I'm stranded with the customer care not picking up any of my calls. Any help will be appreciated
