I needed to withdraw funds from my PayPal account, but everytime I try to do so, it shows that manual payments are "unavailable" at this time. The amount hasn't been transferred automatically either. When I check in the help center about this problem, it says that my account has certain limitations and I should resolve them. However, there isn't a single clue about how to resolve problems in the resolution center. So basically I'm stranded with the customer care not picking up any of my calls.
