Can’t redo a dispute once closed

I had to dispute a charge and i labeled it as “billing issues” because the seller didn’t notify me of $1400 in customs fee so i returned the package to sender and requested a refund. PayPal closed the case stating “this wasn’t a billing issue” and now i can’t redo it under “not as described” . Am i missing something? Thanks

Any customs duties are between you and your government as you are importing the item into your country, a seller would not know if or how much import costs are in every country in the world to inform buyers would they.
Advice is voluntary.
