Can’t redo a dispute once closed

I had to dispute a charge and i labeled it as “billing issues” because the seller didn’t notify me of $1400 in customs fee so i returned the package to sender and requested a refund. PayPal closed the case stating “this wasn’t a billing issue” and now i can’t redo it under “not as described” . Am i missing something? Thanks ... View more
