At PayPal, we value a safe community for our customers to do business. We noticed activity in your account that's inconsistent with our   and therefore can no longer offer you PayPal services.

Any bank or card information linked to your PayPal account cannot be removed nor can it be used to create a new account. You can still log in and see your account information but you can’t send or receive payments. Sadly nothing to resolve as paypal have unfortunately banned you from using their services.

But they banned me for not a valid reason. They were saying i am not 18+ but i have documents to prove i am 18+

Yes but were you 18 when you opened your paypal account?

If not then it wouldn't matter if you were 30 now, once they discovered you opened it underage it would be permanently limited as it would have been an illegally opened paypal account.
