Refund a gifted payment on a limited account

Is it possible that you issue a refund (gifted money want to send them back) when the account is limited? I mean I sent all the documents and I’m waiting for approval, but during this time is it possible that I refund a gifted payment ?

While your account is limited, in the Resolution Center, you’ll see a list on the left of what you can or cannot do.
