Hi hypeadoo and lilyjen, and welcome to the forums!
hypeadoo-
If you have any recent transactions in which the credit card is a backup funding source, that will prevent removal of the card until sufficient time has passed that the funds are fully cleared from your bank.
lilyjen-
If you just added the card and have initiated but not yet completed the link&confirm process, that may prevent use of the card until that process is completed. See if you get access to the card again after you finish that process.
Since we're not looking at your accounts, sometimes general guesses are all we can offer. If the problems persist, please give Customer Solutions a call or email, and a representative can help you out.

I am having the same problem. I am changing banks and have entered my new checking account and credit card account numbers. They are both verified and are selected as the primary. I have no pending transactions. I have a plus balance in my account.
I have tried for days to delete the old accounts and I keep getting the same message- there are pending transactions and it can't remove the accounts while that is the case. Is there anywhere in your help files that explains how long this will go on? Those accounts are closed and you wouldn't be able to get any money from them. I don't want them in my profile.
This can't be this hard to let us know how to do this. You are a business that handles money. You should not be exempt from assisting customers delete old account numbers by claiming you don't know why this is happening. It's very simple. People change vendors all the time and cancel old accounts and credit cards.

Hi matoca, and welcome to the forums!
I'm sorry that you're experiencing this issue. When there's a problem specific to someone's account, it's difficult to pinpoint the root cause. Everyone's account is different. Suggestions can be made for what to check, but once all the generic solutions have been applied, if the problem persists, the answer is to go ahead and call Customer Solutions and allow a representative to look over your account and find a customized solution.
You can click Contact Us at the bottom of any PayPal page, and then choose the option to call. I wish you a swift resolution!

There is no "contact us" on the bottom of the forum page. Paypal simply refuses to take any responsibilty for their own product. It's do-it-yourself. Whining about how each circumstance is different is a sign of a corporation unable to run their business properly and instead blames the customer. Paypal's business is *all* customer service.

Hi matoca,
I apologize for any confusion. You can find the "Contact Us" link at the bottom of any PayPal.com page (or the bottom of any localized PayPal domain in other countries that have their own version.) The Community Forums are a venue for member-to-member communication and do not have a Contact Us link.
I hope this helps!

I'm having the same issue, but here's my issue in detail.
I recently had to change bank accounts at my bank and this caused my debit card to be cancelled and I have a new one now. When I try to remove the old debit card, even though my credit card is marked as the primary card, it won't let me because it says it's being used as a backup source in a transaction. I "chatted with Sarah" and the recommendation is to have the bank release the transaction. Well there are no pending transactions, and with the account closed, there'd be no way to do it anyhow. I'm fearing that I'll actually have to call CS and I'm not sure how long that will take. I don't have my replacement debit card yet, just a temporary one. All of my transactions have cleared and I haven't made a payment using my bank or debit card through PayPal since May. I also have a positive balance in my PayPal account from sales I've been doing. I'll make the suggestion to CS that if someone does try to remove a card that is being used as a backup source, that if there is a positive balance in paypal, or another card that is marked as the primary, the it should be ok to remove said card. Also, I believe there should be a question asking why they are removing the card, and if the answer is because the card has been cancelled, it shouldn't matter if it's being used as a backup source because the transaction won't go through anyways. Just saying.

Hi XstreamINsanity, and welcome to the forums!
It's possible that there is a very old authorization still pending. In rare circumstances, they don't clear off completely after the 30 day window elapses. That can be fixed manually by a representative.
You have a couple of options for help besides calling. You can also email (also through the Contact Us page), or if you use Twitter, you can try @AskPayPal.
I hope this helps!
