I'm having the same issue, but here's my issue in detail. I recently had to change bank accounts at my bank and this caused my debit card to be cancelled and I have a new one now. When I try to remove the old debit card, even though my credit card is marked as the primary card, it won't let me because it says it's being used as a backup source in a transaction. I "chatted with Sarah" and the recommendation is to have the bank release the transaction. Well there are no pending transactions, and with the account closed, there'd be no way to do it anyhow. I'm fearing that I'll actually have to call CS and I'm not sure how long that will take. I don't have my replacement debit card yet, just a temporary one. All of my transactions have cleared and I haven't made a payment using my bank or debit card through PayPal since May. I also have a positive balance in my PayPal account from sales I've been doing. I'll make the suggestion to CS that if someone does try to remove a card that is being used as a backup source, that if there is a positive balance in paypal, or another card that is marked as the primary, the it should be ok to remove said card. Also, I believe there should be a question asking why they are removing the card, and if the answer is because the card has been cancelled, it shouldn't matter if it's being used as a backup source because the transaction won't go through anyways.
