Credit card problem. Why?

Hello, i was verifed by adding my credit card 

i had account before with different Country. And it have 5$ and its limited.

On my verifed account when i try to add card i get this:

That card number is already assigned to another PayPal account. For security purposes, each card may only be assigned to one PayPal account. If you have already opened a PayPal account, please retrieve the relevant information and log in. Otherwise, please use a different card.

I have tried contacting PayPal but they always say that i remove credit card from my old account.

Well i cant since its limited. And wrong country. (i used wrong country coz then i got change to receive money).

Can you help me?

Old account domain expired so i cant also do anything

The Community Help Forums are a member-to-member communication venue, and the folks here do not have access to your account information, so they cannot give specific assistance. Customer Solutions can take a look at your old account and its limitation, and see what is needed to get it resolved and the old account closed out so you can use the credit card on your new account.
