I made an order from ebay, and I choose a product from a seller that showed "Shipping from Frankfurt, germany" in the description.
Since it's been a couple of weeks already and it was said to arrive in 2-3 weeks, and since I didn't receive a tracking number I contacted the seller to ask if he had any tracking info, and in the mail I got back there were lots of chinese characters.
I think maybe the description is false and the item has been shipped from china instead, how do I report this to ebay/paypal so they can look into this matter?

you can find the Ebay listing and report the seller.
you can also file with Ebay item not received,it will force the seller to upload tracking.

there's still a week till the due date, and in any case I won't file a claim for a little delay (1 or maybe even 2 weeks, since it's not something I'm in desperate need), but would it be possible to ask ebay to "force" the seller to upload the tracking nonetheless? it'll be convenient for me and it will clear the issue of the source of the item.
I have to say I'm most afraid of receiving a counterfeit product, that's about the only thing that worries me, a lot more than the possibility of a delay... because I think it's more likely to get a fake one buying from China than from EU.
TBH I would have chosen a different seller in the first place if I'd known the warehouse was in china.

YOU CAN TRY OPEN ING A DISPUTE OF ITEM NOT RECEIVED NOW,may be you can ,may be not.
not much else you can do but wait for the item to arrive, you may get the same item made in China from an EU SELLER shipping from EU country, what else is not made in CHINA?
IF ITEM IS NOT AS DESCRIBED,YOU CAN FILE A DISPUTE ON EBAY,EBAY will make him pick up return shipping,it depends on the return shipping,China or EU country?

Of course you can get a knock-off from a EU store and get an original one from a chinese store... I actually have to deal with chinese oems in my job and I also personally buy a lot from aliexpress and other chinese stores, so I can say I am actually versed about the subject.
When buying online there are some risks that a buyer has to weigh and buying from certain shops or buying certain items do increase those risks... flash memory drives (USB stick, micro SD cards, SSDs, etc...) for instance (I did buy a USB stick), are about the most counterfeit products amongst electronic ones.
Wether the item is truly a clone or genuine, if the shop's or item's description are false then that would be in itself a fraud, because it's lying with the intent to deceive a customer.
I think it's too early to open a dispute now, and I also do prefer trying to reason with the seller first... thus I already mailed both ebay (giving the details and asking them to investigate) and the seller (asking him once more for the tracking info, since it can shed light on the shipment, and informing him that I mailed ebay about the matter). Hopefully the seller will cooperate on his own accord.

ebay will ignore your email,it only pays attention if you open a case.
seller would stall and try to get a tracking number from China.
it is dropshipping and a way to make a quick buck.
just hope if you have to return the item,it is to EU not china.

I have to say... while I was filing the dispute I wanted to check if I could find any info about the seller and I found this [removed due to privacy concern].
if only I'd been more scrupulous before placing the order, I just thought it was reliable since it had tons of positive feedback and it said it was from germany (I buy a lot from german eshops).
EDIT
also this
