Buyer refunded but refuse to return the item by some reason!

Hello there!

I sold expensive item on eBay for 6300$! After buyer received the item he immediatly opens dispute on PayPal for (Item not described, fake or counterfeit) ... and he leave me negative feedback without even contacting me! 
So I know my item is not fake but OK no problem I try to contact him few times he didn't answer me at all and I was in the mood "OK I will refund him and he will return my item ... no problem" there is only 10 days from PayPal to make a decision and I clicked on "Fully Refund the Buyer and the Buyer will return the item after he ships it and it said Delivered" or something like that ... and Paypal assure me that they will put the money on hold until I receive the item!
But there is a LOT of members who claim that isn't the deal and many buyers are refunded and keeping the item at the same time! 
I still try to contact the buyer trough email and ebay, but there is no answer at all ...

Currently the case status is - "Awaiting other party's response"

So I'm a bit scared of the consequences what will happened next!

So there is my questions:
What will happened if buyer never ships my item back?

How many time he has to respond to the case?

What I'm gonna do If I receive other item but not mine? *how can I even proove it ...

I do not see any tracking number in Resolution Center!
In fact case is alredy closed and Resolution center look like this:

- You don't have any open cases -

And I didn't see tracking number on the transaction details for the refund as well!

TRANSACtion detail would not show the tracking of the return,go back to resolution center,search for CLOSED CASES and it should be there and see if he uploads the tracking number,it has to be there,else Paypal would not close the case.

Did you get the item,did you sign for the item? coudl it be left in your mail box?

If you do not have the item and cant find the tracking,call Paypal and appeal.

Paypal would have to claw the money back from him while they review your appeal.

also it has to be signed for and the sgnature has to be viewabale on line,in case someone wants to see it,UPS and Fed exp isnot a problem,USPS it could take you 24 hours to get it

I found the case in "closed cases" but when I clicked on "details" there is still no tracking number at all!
This situation is starting to get stinky and I will probably make an apeal to PayPal!

thats weird,there has to be a tracking number showing delivered for Paypal to close the case and give him the money,unless Paypa is not updating the case.

if he is scamming,you can get Ebay to remove his feedback.

Ebay also have seller protection,not sure how it works if he skips EBay and win on Paypal?

you better hope they didn't buy thru a third party bank.  This happened to me although ebay and paypal both voted in my favor the buyer escalated the issue to their bank and won and they are not required to return the item in that case.  My item was 875 but your is a lot more good luck i hope you haven't been scammed.

What is a third party bank? And Why how does a bank make that type of a decision? Did you have a day so? What if you sold a item and buyer loses the case in the appeal, and you dont want your items back?
