I'm writing to try to resolve a frequent problem I have been running into. I have spent to much time on the phone with customer service and though everyone has been very kind the issue continues to pop up so I would like this message forwarded to whatever level of technical support it needs to go to.
The problem I keep having is that fact that my account is verified but I keep getting restricted from making purchases on Ebay which wouldn't bother me if I could simply use my Ebay gift card or my credit cards but some sellers only allow for PayPal. I know the problems are related to fraud protection which I appreciate b/c I know that protects me and the seller. I always seem to be sent through extra hoops just to try and sign into my PayPal account on Ebay such as signing in multiple times and having text verifications which I'm ok with. I have even gone thru extra levels of verification with customer service (via them asking random questions only I would know). The problem is even after all that I still can't make a purchase with a credit card or use a Ebay gift card to make a purchase.
I think part of the problem is due to my IP addresses. I'm frankly not quite sure how those work but I do use different networks and sometimes different browsers (firefox and safari). I use a wireless network at home which is hooked up to a non-traditional internet provider (WebPass) and I also use a wireless or ethernet connected network at my office (I'm not sure who the internet provider is at my office but I think it is Cox Cable). My home and office are located in San Diego. I do travel but the majority of my logins are from San Diego on one of those networks. Since I log on at home and at my office I don't know whether that changes my IP address each time to a new one or if they are at least the same each time. If they are the same I would like both IP addresses approved on my account. If that can't be done and I need just one IP address, would linking my iPhone to my computer when finalizing a purchase on Ebay or elsewhere give me the same IP address every time if I was using my data plan? It would be annoying but I could do that if it solves the problem.
Another trigger which is really just a guess is the times I try to make purchases, they are sporadic. Sometime is it a normal workday during normal 9-6 hours and other times it is very late at night/early in the morning other times it is on the weekend with same random hours. I'm simply trying to make purchases when I have the time or there is a deal I don't want to miss out on but when I get denied b/c of PayPal fraud issues I just end up wasting time on customer service phone calls and my account.
The only other trigger I can think of is the shipping/billing address. I noticed when I tried to make a purchase the other day there was a warning regarding my address. It said my address on Ebay was different than PayPal. The reality was the system didn't pick up the fact it was the exact same address but Ebay forces you to put a full 9 digit zip code while my billing address to my card was 5 digits. I tried to change the address on my credit card on PayPal b/c I figure it should still go thru but then it noted my credit card wasn't authorized so I change my address back which seems to possibly have cause a security alert b/c then I got a fraud email which I went thru and resolved though I hesitate to try and make a purchase b/c I feel like my account will again be frozen so I'm going to hold off for an hour or so. All of this is very frustrating so I really want to get this resolved once and for all. I'm open to suggestions. If there is a way for you to use facial recognition during checkout via my webcam, great. If you want to incorporate my thumbprint identification via my iPhone, great. I just want to get this resolved so I can use PayPal account using my valid credit cards, my valid gift cards, and make legitimate purchases.
Please let me know what can be done.

Did you link your Ebay ID with your Paypal account?

When you are on EBay and you want to make a purchase,do you have to log on to your paypal account before you can make payment?
