Puppy Fraud

I sent **name** money as prepayment for a Puppy - it was a total of $2700 through Pay Pal.  I want others to be aware that he is doing this.  I did not find out until last week that he sold me a puppy and had no intention of sending said puppy.  **name** aka **name**, it appears has a history of swindling people out of money.  How do I get my money back?  There was a $1000 transaction,  $1260 transaction and a $450 transaction.     He needs to be marked as a scammer - I have hopes of getting back some of my money - but they are not very high.

where does the sale takes place?

if it is Ebay, files on Ebay for item not received, but I am not sure if it is allowed -selling live animals?

Anyway, file with PAYPAL in 180 days, item not received, you have to file for each payment,do not say it is all for one puppy,Paypal buyer protection has something to say about making multiple payments on one item.

just say puppy, dont say it is partial payment for one puppy

Go to Paypal and read buyer protection, you are protected for item not as described and item not received.

When you file a dispute -item not received, seller would have to prove he has shipped the item and you have received it by uploading online viewable tracking from the carrer,if $750 or more, signed for-online viewable signature confirmation from the carrier that you have signed for the item when it is delivered.

The minute you open this dispute,PAYPAL will withhold the payments from his PAYPAL account until the case is resolved,if he does not respond,he lose ,if he cant come up with tracking number and signature confirmation,he loses.

make sure you get the case escalated to have Paypal involved after x number of days.

if you lose, file chargeback with your cc issuer in 180 days
