Why does PayPal say I'll be charged extra fees for using a Discover card?

I was going to add a Discover card to my account and on the add page it says "You will be charged extra fees for using a Discover card." There's no explanation on what that means, no link, nothing. I also googled it but I don't see anything about it. Why will I be charged extra fees for using a Discover card and what are those fees? Thanks

Hmm, I just added my Discover card to my "PayPal wallet", no charge whatsoever.

Yeah, yesterday I tried to add my card again and the message was gone so I guess they got rid of it.
