Your account becomes Verified when you link a bank account or add the PayPal Extras MasterCard®. The PP debit card in particular uses your PayPal balance to pay for things and is not linked to a real bank checking account and would need a back up funding source for payment in case your PP balance is zero so I would lean on the side of "no" to your question. I got my PP Debit card long after getting Verified status by adding a bank account and credit card and providing SSN.
