What to do if not the seller but paypal itself cheats on you ???

I purchased a motherboard form a Chinese Ebay seller. I installed to a customer's laptop. He
informed me later that the motherboard does not charge the battery so he bought a new battery
as well, but problem remained the same. He took it back to our service and we started a paypal claim
#PP-005-130-338-433
sent it back to the Seller with tracking (MAGYAR POSTA RR336012794HU). On the 12th of October
Seller received the item. Paypal closed the case saying tracking could not be verified...
What do you suggest to do???

meanwhile I found that Hungarian Post tracking shows only that item arrived to dest. country
but other sites like track17 show that item arrived and received by the seller

You should try to appeal, calling Paypal if all else fails (I don't know how much calling costs).
Show them the tracking information. Decisions are made by bots in most cases and if bot can't see "delivered" then it will consider it as not delivered, post tracking systems are different in different countries. When I look couple of my purchases on my eBay page they don't show as delivered even though I have them so for example eBay's system does not work properly with those tracking codes.
I'm also waiting package and it had sorting error according to the original post office but that error was corrected. However, 17 track showed that the item was ready to be picked up. Depending on how PayPal's bot see this situation the seller might already have his money even when the item has not arrived yet.

go back to the resolution/closed case and appeal,give them the tracking number and the website 'track 17"?? where you find it has been delivered to seller.
and dont buy any more from China.you cant afford to lose !

There is a Spanish buyer who returned an item to the seller with tracking,but the tracking did not show up on one website but showed up on another.
so all she has to do is to ask Paypal to find the tracking at that site where it said delivered.
she won.
OP will have to give the name of the site and the link,and the tracking number.

For overseas packages coming into USA,Paypal will go to USPS website and look for tracking.
But sometimes the overseas package will show delivered at the foreign site but not USPS site,I have a case of an Australian buyer returnin an item,USPS shows no progress but Aussie site said delivered.
So it is always good to check both postal sites when in doubt .

finally I got the refund
BUT
Paypal customer service consists of mostly useless people!
I called them to explain the situation and they promised to check the other tracking site.
2 days passed, case closed, no refund. (no email, nothing just no more open case)

I called them the 3rd time to explain the situation and the guy checked the other tracking site while on the phone
and miraculously refund given.
But no refund for my shipping cost, phone calls and lot of Xanax...

THIS IS SO FUNNY !
Paypal uses robot to manage most cases,if you are not satisfied with the results,then appeal,a human will look into it.
But kudos to you for your persistence !
Is this a return?
Paypal should refund you in full,original shipping plus item price,but not return shipping.

also keep in mind,post offices around the world do talk to each other,if you ask your country post office to communicate with China post office,it will get a response from them.
