my case for items not being delivered to me was closed by paypal who stated reason for closure was that the seller had supplied tracking data. I called paypal by telephone and they reopened the case again the case as been closed by paypal because seller supplied tracking. Items not received .. Paypal suggest contacting seller but seller will not respond to my emails ....

Can someone please advise me how do I get my $19.95 refund when paypal's seller protection fails me and the seller will not respond to the numerous emails that I have sent.
