I recently made a purchase from a new seller in China. I paid for the item via Paypal. The next day Ebay sent me a message that the item was removed and the seller is no longer an Ebay member. The message indicated that I could contact the seller for more information. However, since the seller is no longer an Ebay member and his username doesn't appear on the purchased item, how can I get in touch with him ?

I believe you may be out of luck - unless you some other type of correspondence from the seller that would include a phone number, address, etc.
However, try contacting the seller directly through PayPal’s Resolution Center site to file a dispute. If that does not work you can escalate the dispute to a claim in order to request a refund/reversal, where PayPal steps in to determine how the situation should be resolved.

Check the details of the transaction in your PayPal account. If the payment remains a paid, then you need to file a dispute for item not received and then escalate to a claim.
