Paypal didn't ask for the information before they make decision.

I have to say now the sellers know how to deal with dispute.

I bought 2 items and they shipped only 1 and provide the tracking ID to Paypal.

Paypal didn't even ask for more evidences and make the decision in favour of seller.

If anyone had the same situation, could you please let me know if I can still have my money back?

I believe you are supposed to submit all of your supporting documentation at time of filing the dispute; PayPal would only as for more if your information was insufficient.  Apparently you did not submit your supporting documentation so PayPal could not rule in your favor.

For now, you could phone PayPal and appeal.

Disputes are handled by bots, that's why sometimes the decisions don't makes sense when peopl describe them here, if you run into a snag by these bots, get an actual PayPal agent on the horn.

Kudos & Solved are greatly appreciated. 🙂

Suggest you trust PayPal.  There are, however, SELLERS, which you should not trust.

What evidence did you submit to PayPal when you opened the dispute?   Did you PROVE that you didn't get both items?  How would PayPal know if you were being truthful or not?

Thanks for your reply.

In Paypal's email, it mentioned I will be asked for more information. But I didn't receive any email that ask to upload the evidences. That means Paypal made the decision without asking the buyer to participate.

I have all the evidences to support myself. I can also provide my login details. My order is still open. I bought the items 1 month ago. But Paypal didn't give me a chance to show them.

This is the first time I do a claim and I do trust Paypal. But the way Paypal reviewing the case let me down.
