Click on the "contact" link at the bottom of the page and select the best phone option.  That's your only realistic way to contact customer service; either you or you don't--your choice.

I would just cancel the account and find a better payment solution. Paypal isn't interested in helping their customers. My account was locked because I upgraded my browser. They refuse to provide a way to send them Email about it.

Hi Raghu8744,

Welcome to the community!

In regards to your inquiry, as this forum is for PayPal customers to speak to other PayPal customers, I'm afraid that none of the users here will be able to provide you with account specific information as they are not PayPal employees.

For additional assistance with resolving your limitation, I recommend contacting our customer service teams over the phone.  Our teams can be reached by phone and email.  You can find information on how to contact us pasted below.

If you're a PayPal customer, make sure you have your One-time passcode ready for faster support. Here's how to get your One-time Passcode.

  1. Click Contact at the bottom of any PayPal page.
  2. Click Call Us under "Contact PayPal."
  3. Log into your PayPal account. Your One-time passcode will appear on a separate screen.

The One-time passcode is a random number generated by our system that helps verify your identity and get faster support. The One-time passcode is valid for one hour. If it expires, you will need to go to the Call Us page again to get a new One-time passcode.

You can reach us during these times:

  • 5 AM to 10 PM PT Monday-Friday, and 6 AM to 8 PM PT Saturday-Sunday.

Please note that hours of operation may vary on holidays.

To contact us by email:

  1. Click Contact at the bottom of any PayPal page.
  2. Click Email Us under "Contact PayPal."
  3. Log into your PayPal account if you're a PayPal customer, or click Continue under "Unable to log in."

Apologies for any frustration or confusion this has caused.  😞

- Randy

That is a flat lie. It asks you to log in, then says you're blocked. Try to use contact us and it asks to log in again. Paypal has built an endless loop to ensure you can't contact them. Even tried contacting as a guest but no options appear.

When account is limited, usually we will be able to submit our proofs from Resolution Center. If you can't find out where it is, login into your paypal account and try the direct link - https://www.paypal.com/cgi-bin/webscr?cmd=_complaint-view&nav=0.5

Also try using latest versions of FireFox or Chrome browser as many of us had trouble accessing PayPal with other browsers (especially IE) after the new look and feel got launched.
