I think you need to contact PayPal customer care directly and only they can assist you further. Even my account got limited in the past, but they allowed me to provide the necessary documents through Resolution Center page and eventually it got resolved.

I guess your options are either work with PayPal to lift the limitation or take a legal route. When my account got limited, I have followed the steps in Resolution Center page (provide proof of address, proof of shipping etc.) and then followed up with PayPal customer care to lift the limitation.

Also try using latest versions of FireFox or Chrome browser as many of us had trouble accessing PayPal with other browsers (especially IE) after the new look and feel got launched.

I think they support only upto two options in the report. Even the documentation shows the same - https://developer.paypal.com/docs/classic/admin/download-history/ I hope at least they will include a new field to dump all the additionall options and values as it is crucial information for us to ship the item.

The old download history page is still available. But the interfaces are different for different account types and getting to the link/page is difficult than earlier. These are the ways I have figured out so far. Merchant Account - Transaction -> Activity -> Download Link on the right hand side. Consumer Account - Activity -> Click on Statements DropDown on right hand side -> Activity Export. Irrespective of the account type, direct link https://history.paypal.com/us/cgi-bin/webscr?cmd=_history-download works fine and I have bookmarked and using the same.

I believe Payouts is the new REST based API for sending MassPayments. Earlier we used to send Mass payments either directly from PayPal.com (by uploading the list of email ids and amount in a text file) or through the MassPay API (NVP/SOAP). I haven't personally used the new API, so can't comment whether there is any difference in the fees.

I guess you are using QuickBooks download from PayPal. AFAIK, it has limited functionality. Try using the CSV/TAB formats to always get the full list of transactions.
