CSGO Chargeback Scam

I have sold a CSGO item to a seller for 400$ and he is unauthorised the payment. He is banned on the Steam Community for scamming using this method He sent money in a lot of transaction that cost less fee and trying to charge them back when he received my items. I'm dealing with a lot of same cases and I need to reponse on all of them and don't know what to do. I have a lot of factual and evident proofs but PayPal seem to be dissing me here to a scammer and I need help. Thanks Ps: oversea after the scam so I can't make calls with PayPal is anyway I can contact a legit staff through email with the attachments ?

Digital currencies and items that have or are capable of having a stored monetary value attached to them such as gift cards and pre-paid cards I found this in the policy section can you explain more about this please

Without knowing details about what you sell it's not possible to suggest how they compare to PayPal policies.  That's something you will need to determine.  The policies are rather clear; either you sell the digital items or you don't.  How can you claim a digital item isnot a virtual item?

You're really scraping the barrel for that one. Does the item you sold able to store monetary value in it like a gift card or a digital gift card?  A digital good may be worth something but that doesn't mean you can store monetary value, as in currency, in it like a gift card or a pre-paid card, therefore it does not apply.

 

Sorry to say but you are SOL.  The link to the article you posted is from last year and a lot of policy changes can occur since then.  To even have a chance to win such a case, you would need to sign up for PayPal Micropayments which delves much more into web development to set up.  You can't just have an agreement from an online forum to do the transaction where their buyer sends payment via PayPal and you email the goods.  You need a system to digitally track ip addresses and download time stamps and even then the seller protection coverage amount for that is limited.  You're trying to trade digital goods over a physical item payment system.  Not going to work.  There are some transactions like these that go on without a hitch but it's at very high risk.

He already scammed me but the money is still held by PayPal I'm oversea atm so I can't give them a call but that items I sold to him worth around 350$ more itself and the buyer can transfer it to PayPal money on opskin.com Google it please. I have no clue what to do now. That's a 400$ lost for me. And the buyer unauthorised it himself Im certain about that he have many fake PayPal accounts according to reports about him scamming. He could connect his PayPal to his bank and PayPal didn't even try to try to find him or his previous fake PayPal account. As I said he sent in a lot of transaction and tried to unauthorised them all so I have to deal with 8 cases and each case is 50$ hoping a PayPal staff might read this and help me out. I have proof of me talking to him on Steam as he sent the money and I sent him the items. Well give me your best advice please!

The problem is, virtual goods are not protected by PayPal under its seller protection terms so PayPal is not obligated to refund/protect you in chargeback cases.  

 

And for the general public to avoid these scams is to read PayPal's user agreement first and they will discover not to sell virtual goods as they will not be protected using PayPal as payment method if you cannot develop a website with a system in place that will provide the proper proof required to be protected under PayPal in disputes. 

 

Eventually that money PayPal is holding will be returned to the buyer or to the credit card company (if they refunded buyer prior to the final decision) by PayPal if the credit card company decides in favor of the buyer.  All you can do is state your case the best you can in the Resolution Center and hope for the best.  

 

If the pattern of activity is suspicious, the credit card issuer may side with the buyer more, even if you claim they are the scammer.  It is hard to prove particularly with online transactions when the reason is "unauthorized use" who is telling the truth or not.

 

Perhaps you need to report this to your cyber crimes unit with your local authorities because they will look at the incident from a different perspective.

 

If you can't call PayPal, contact them via private message at Facebook or Twitter.
