Bill Me Later Scam?

Can someone explain how eBay, PayPal and Bill Me Later can get away with outright fraud? I made a purchase on eBay, never received the item and now I have no way of contacting the seller OR opening a case since eBay tells me I made the purchase as a "PayPal guest user" even though I had to login to my VERIFIED PAYPAL ACCOUNT that I've been using for more than 10 years in order to make the purchase. They even sent me a bogus letter stating that I was covered under the Buyer Protection Plan even though that claim has turned out to be completely false. Is this some type of scam?

When you check out with PayPal and pay with Bill Me Later, you are covered under PayPal’s Purchase Protection program.

 

Please contact PayPal at <removed> and have your Bill Me Later account number handy.  Tell them you paid with Bill Me Later and ask them to look for your transaction using your Bill Me Later account number. They will be able to locate your purchase and give you the information you need to file a claim with PayPal.

I have had nothing but problems with BillMeLater. I was approved for $801.00 in "credit," but whenever I try to use it on a purchase, it always gets declined.

 

I think it's totally a scam. No one at customer service ever responds to email inquiries either. So sketchy.
