My PayPal limitation still active after paying full bill not turned on yet been 2 weeks

My PayPal is still limited after paying the money my family owed from a previous account that was sent to me I payed it anyway an my account is still limited it has been 2 weeks an PayPal won't contact me I emailed them they cashed the check with the check number an what time it was cashed my money is stuck in this account.
