Why is my account limited?

Hi all,
A couple of days ago I got a notification in my PayPal account, that they need a few documents to verify my identity, something about EU law etc. So I provided said documents (ID card and a phone bill with my name and address on it), the solution center says I've completed all necessary steps etc.
So today I got a notification saying my account has been limited, I can't send payments and withdraw funds. AFTER I've provided all documents they asked for in the solution center.
What's going on? I need my account, so what can I do? Turn to alternate payment solutions? I've been a PayPal user since 2008, but this has never happened and I'm really frustrated.
