What does the billing address mean when you first want to link a card. Will I be getting bill letters sent to the address or something else? Tq

No.
It means the address you get mailed your card's bill or statement to. PayPal needs it to verify that the account info used to open your account is the same as the "billing address". No bill is being mailed because of this, unless you caused a negative PayPal balance and it goes to collections.
