Amount of Time To File Non-Receipt Of Goods Claim?

I purchased two items from a seller in early July. One was in stock, the other he had listed as expected to arrive mid-August. I'm nearing 45 days since payment. I mostly sell, so I'm not 100% familiar with terms regarding non-delivery. I was under the impression a buyer only has 45 days from payment to open a case in order to be covered under buyer protection. Is this not true? Are the protections not triggered by purchase date, but by estimated delivey date? FWIW, I told buyer I would open the case, not threatening him, but just to protect myself, and he totally understood. That said, I don't want to miss the window to open a case, but I can't see where to do it either! Your help is appreciated in advance!

If you didn't receive the drive when expected (promises don't matter), just open a dispute for item not recevied. Why did you even wait this long to take action?

To be clear, delivery estimate is the 24th of August at latest; more than 45 days after payment.

If you are in the US, you have 180 days from date of payment to file a dispute. PayPal extended the filing date across the board a couple years ago I think.

Both Paypal and credit card issuer allow 180 days after purchase to file claim.
If it is Ebay,then you cant file until the expected delivery date has past.

did you buy them on EBAY?
With every listing,there is an expected delivery date varies with method of shipment.
You cant open a case of item not received until the expected delivery date has past.
This 45 days business phased out on Ebay,if not then file with Paypal,if lost,file with cc issuer.
