PayPal app on iPhone 4S check problem

The app is not showing "add money from checks" nor "add money" on account view. There is only "withdraw money".

The app is latest version. I'm I missing some setting or something? Is this option only for US citizens? I would really need the option to send checks. Please help.

At this time, check capture is available only in the US, for US account holders.  If you are registered outside of this region, this feature will not be available.

The same may be true of the Add Money feature.  If your bank account cannot normally be used to Add Money, the option may not appear in the app.  The "Top Up" feature would not apply to this particular feature.
