Can't get Paypal credit to work in any way...

So i'm trying to apply for paypal credit, but every time i try, it goes wrong somehow.
When i go here and fill out the info: https://www.paypal.com/webapps/mpp/billmelater-productoverview
I get this message: Looks like we're unable to authorize PayPal Credit. Thanks for applying.
When i go here and fill out the info: https://creditapply.paypal.com/application/paypal#
I get this message: We're sorry..We cannot give you a PayPal Credit account at this time. If you wish to apply again, please verify the accuracy of your information. If your application was not approved, PayPal Credit will notify you of the reasons.
Nothing seems to work, and I'm filling everything out exactly at it should be.
Do i need to call customer service to get this fixed?

When I tried to apply, it tells me that my account is not eligible. Why? I'm wondering maybe it's because I have a PayPal Mastercard (but with a zero balance).

I had actually sent them an email prior to posting this. I'm just awaiting a reply. I'm hoping for a direct response, as some companies generally beat around the bush when it comes to their answers.
