unable to "Convert with card issuer"?

I'm facing this issue where paypal forces me to convert through them, even though i've already chosen the option convert with card issuer it keeps going back to the paypal convert function.

After some searching, it seems that this problem has been around already for a month, and up till now it still isn't fixed yet. It feels like it was done intentionally, to force people to use their conversion rates, especially when overpaying $20-30 per $1000 is not a small amount

Don't buy from sellers with different currency from yours for the time being. The conversion setting is situated in the old part of the site so it may not work properly anymore with the new part until it gets ported over to the new site.

This is actually really infuriating. I raised a support message with PayPal and the issue, and all I got back was a prepared set of instructions referencing buttons that were only present on the old website! Replied to the message again and it's now gone all silent.
