Payments not available in Bosnia and Herzegovina?

Hello, I've been doing some online work and received payments for it regularly in 2017. But as of 2018 I'm unable to receive any because, as I've been informed, mass payments are not available in the country I live in-Bosnia and Herzegovina. I would very much appreciate if someone could explain to me why this is the case. Thanks in advance.
