I'm looking at buying a used car motor from a private party. Can I use paypal and be covered if the motor was bad when I recived it?

Great question! You can use PayPal to send a payment for a car. However, motor vehicles are not covered by PayPal Purchase Protection. You can find more information about purchase protection here http://bit.ly/1bDmXej.

Car parts are covered for buyer protection.
The problem is that you will have no way of proving that the motor did not work when you received it. Seller would be able to demonstrate it worked and that you likely damaged it.
Furthermore, how much will it cost to ship?
