Dear PayPal,
I'm getting this error message with both of my cards for any of merchants.
The account is old and verified. More of that, I've made a lot of payments with one of the cards for these merchants before without any problems.
What should I do?

I have the same problem:
"You cannot use this credit card for this transaction. Please use another funding source."
and
"Unfortunately, your payment was declined"
This start some week ago with loosing money: 5-10% for each convertation from USD-to-USD!! during payment (my card is USD and seller also set USD and option "Bill me in the currency listed on the seller's invoice." selected in paypal options) . And now it is not working at all.
Another funding source (not USD) - has the same issues. Also it hase some relation to combined payment and new interface (I don't know how to choose new or old, it seems appears randomly)

I do have similar problem if i choose "Bill me in the currency listed on the seller's invoice" - it doesn't allow to use card if i choose ''Use PayPal's conversion'' it allow to pay but would make convert from USD - to local curency- and again to USD - that make like 5-8% difference. it look like Paypal force users to use conversation oprion. Please advise what can be done! As i see it is a common issue in Ukraine!!!

What currency is the card? If your card is not a USD card, I would imagine PayPal converting the card currency to USD in order to pay the USD bill.

USD but they dont care - they just want to convert - otherwise it show like this
''You cannot use this credit card for this transaction. Please use another funding source.''

Something is causing it convert to a different currency and converting back to USD. Is your PayPal account a US account? If everything is US based, then it should not make a conversion. But PayPal is acting cookier by the day. ::sigh::

The both cards are in USD and the merchant's invoices are in USD currency too.
I'm not sure about another funding service because there will be just another new card from the same bank in the same currency.

I just started experiencing the same problem. I've been using the same debit card on PayPal for yearswithout issue, now it will not take it unless i use PayPals own currency conversion. Questioned PayPal about this but naturally haven't heard back yet. I guess PayPal just got 5% more expensive 😕
