Refunded twitch donation?

Greetings , I had a user on twitch make a small 2 dollar donation and a MONTH later decided to refund that donation.

This is fine by me however for whatever reason I was forced to pay the processing fees which left me a -0.30$ balance..

Is there any way for me to either dispute this refund or at least ban this user from making further donations on my channel?

PayPal keeps the flat rate portion of it's fee on refunds.  You can call PayPal to open a dispute because as recipient of the money, you can't open a dispute on your end.  And there is no block list for specific users.  Next time, just deduct 30 cents from the refund amount.
