I'm trying to get a refund from someone who agreed to send me a package and didn't. I have a feeling she has done this to other people by the nature of the messages and her name (or alias). She is refusing to give me a refund unless I close case (which I can't reopen) and I have a sneaking fear had I closed the case I would have been **bleep**. What can I do?

If they would like you to close the case before the refund, you will not get a refund. If they actually sent a refund it just automatically closes the case, no reason for you to close prior. You could escalate to a claim and Paypal will handle the case.

If you haven't done so already, escalate to a claim. Then just wait for PayPal to resolve.
