Paypal decided I wanted to use my Bank Account and Pay After Delivery instead of taking out of my P.P. Balance.
Should I just have them cancel and send it properly? I cannot have this hit my bank account.

Yes, cancel the order.
If there isn’t enough money in your bank account to complete your scheduled Pay After Delivery payment, they will use your backup payment method after they make two attempts to debit your bank account for a payment causing NSF fees.
Since October 2016, PayPal will no longer choose the payment method for you so you have to check what is displayed and select the method you want during checkout as the preferred payment method.
Kudos & Solved are greatly appreciated. 🙂
