Buyer files claim, gets refund and dosent return item

I had an item for sale on ebay. The buyer messaged me asking for a lower price and if it was possible to not do the transaction through ebay in order to bypass the fees. I agreed and created an invoice through paypal. He payed for the item and I sent it to him. Later he messaged me telling me that the item was in bad condition and he would need conpensation. I knew for a fact that the item was in perfect conditon but I offered to give him a little money back. He wasnt happy with what I offered so he opened a claim on paypal. I let him win but I requested that he return the item. Its been over two weeks and he still hasent returned the item. I tried to open a claim on paypal as he never returned the item but paypal wont let me open one. So basically he stole the item and there is nothing I can do about it.

You should have escalated the dispute the buyer filed to a claim in which PayPal decides the outcome. And for a SNAD dispute, PayPal will favor the buyer and the buyer is required to return the item with tracking before they get refunded by PayPal. But you closed the dispute by simply saying return for refund to the buyer without escalation so the buyer has no incentive to return the item.

There is a dispute phase and a escalation to claim phase.
I believe the reason you cannot re-open or appeal in your case is because the dispute was not escalated to claim for PayPal to make a ruling on and oversee the return/refund process, which makes kinda sense.
Let this one slide this time and do not sell to anyone who tells you to sell outside of the marketplace platform you are using in the future. It's a red flag for some **uckery.
