Does PayPal plan to have a card reader that will be able to accept the new chip cards and comply with new EMV standards?

Hmm...Paypal, standalone machine (or does it need a smartfone or tablet to work? We don't know) $150, or $50 if you run enough charges in the first three months. Not a bad deal as standalone readers go...
Square, updated reader that works in smartfone pretty much as before. $50, free processing until the reader is paid for.
Hmmmm.....which shall I choose?

Also another follow up question -- since $150 is not in the cards for me right now either what is to say I can't keep using my old card reader and just checking ID? I know in the old days there was a VISA merchant agreement that a merchant was not allowed to do so however I have not signed any such agreement and I am sure to read through all of my contracts.

I see the paypal EMV...but ther is no explanation about how it connect, if it works with mobile...or how it works with paypal here at all.

Another absurd part is the deadline is October 1st. The page says check back in October to order the device. So, as I have been saying all along, PayPal will not have the device into users hands by the October 1st deadline. Goodbye PayPal Here.

I also find it absurd the reader is coming out after the deadline for liability. To clear things up I'm 100% confident this little EMV handheld thing PayPal is offering is NOT stand alone, it's most likely bluetooth, and will still require a phone, the only way to pull off a standalone wireless payment device would be to have a cellular connection built in (a data plan) and I very much doubt that would come without a monthly price tag.
My business happens to be seasonal and this coming out as it gets cold gaurantees I won't get $3k in transactions so that rebate is pointless, $149 for this device is ridiculous considering the strip reader I have now was free, and they are taking fees on all transactions. I'm also eyeing squaretrade it's an extra 0.05% per transaction (2.75% vs 2.7%), but their reader prices are significantly more affordable. My 3rd option is hang in with my strip reader with some increased risk (as business will be slow anyway until spring) and hope PayPal wakes the heck up and reduces the up front costs of the device, as the masses give them the middle finger and go to square.
Since PayPal knew of this EMV requirement well in advance it also annoys me beyond end that they won't have the readers ready in time.

$149.00??? $3k in 3 months for a $100 rebate? Available sometime in October?? Seriously? If I do $3000 in 6 months I'd be real lucky. Looks like I'll be using my square chip reader that I already got for $29 until Paypal gets it's act together. Even Square's contactless reader is only $49. WTF!!!

"We know that vendors will be liable for fraud if they don't have the chip reader, but we're going to take our own sweet time getting it to them."
I don't have mine from Square either, so if you think they're better, you may be wrong.
My guess is that the bean counters have it figured to stick the vendors with a certain amount of this year's fraud liability in order to help them pay for the upgrade.
Oh well, that's life as a little fish.
Edit: just checked, Square isn't going to ship until sometime in December, but once you order, you're covered for liablity. Not sure where PP is with this, anyone know?

You are only liable if you swipe a card with a chip. I checked all of my cards and none of them have a chip yet. I agree that $150 for the reader is outragious. It would take me considerably longer to get $1000 in charges. I'm hoping they rethink that.. If not, I may have to open a square account.
