Seller scammed me, And Paypal won't help

I'm extremely frustrated, and I don't know what to do! I recently paid a guy $225 via paypal to post ads for me on craigslist. After a week of waiting for something, I received a message that he had posted 75 ads in Ohio. I checked, and not a single ad had been posted. I paid $225 for 300 ads to be posted. Not a single one was posted, and I'm out $225. I called paypal and the lady told me she would help me get a refund. Now I'm well aware that paypal generally does not cover non-physical products under buyer protection, however, 2 agents assured me they would get me a refund because of the unusual circumstances. The dispute I filed, and escalated to a claim has since been closed in the sellers favor, and paypal continues to give me false hope Everytime I talk to them. What can I do?? I've been using paypal for my buisness for years now, and this is how they treat me? Is there anything I can do to get back the money I worked hard to earn, that has been wrongfully taken from me? I already tried contacting the seller, and he took me off of Skype and will not respond to any of my emails. Surely there is something that must be done! Any help is greatly appreciated, because I'm really tempted to switch over to someone other than paypal who actually cares about helping their long term customers.

If you funded your paypal payment with a card then contact your card issuer and see if they will chargeback for you.

Unfortunately, I regularly add funds to my paypal account directly from my bank, but I didn't use a card for this particular transaction.

Thats a shame, i always use my c.c. for better protection.

Not sure what the laws are in your country but is there a "small claims court" like there is in the U.K that you can threaten the seller with?? As long as you have proof you paid for a service and he can't prove he  provided that service odds are that you would win.

I once threatened a seller that I was going to file online with the small claims court and he refunded same day.

Same thing iss happening to me right now.  I had two PayPal agents tell me i could get my money back and filed a claim for me.  Then had two agents tell me the first two agents were wrong but PayPal would still stand behind what the first two agents said.  Now to have a 5th agent tell me they cant do anything for me.  They all (but the last one) seem to want to help but when it came time to give me my money, no one did anything!  They are basically promoting fraud! Way to go PayPal!!
