6% credit card fee asked by recipient of Payment with PayPal account

Hello,
I would like to know, if the organization I've paid my holiday to with my PayPal account can charge me with 6% credit card fee, when I don't have a credit card attached to this account. My PaypPal account is attached to my bank account only, therefore I think I don't have to pay the 6% credit card fee. Am I right about that?

The fee would be to cover the merchant's PayPal fees and then some.
I think it's permmited, up to a point, as long as the surcharge is indicated before you make the purchase.
For me, I would pass on that merchant and find other with lower costs.
