Seller not responding to dispute.

The other week I bought something online. I was told that the item I bought would be efficient and will 100% work. Well that information was false. I'd be lucky if it worked once or twice, and the tools don't work at all. So I decided to try and chargeback my money because I was not gifted what I was told I was told I would be gifted. I sent a message and the seller is not responding, I have 10 days, and once the 10 days is up, it gets automatically closed. Which means I basically get ripped off completely and have no chance of getting my money back. How do I escalate this problem further to where I can get my money back?

If you sent to money as family/friends, then it was a gift.

You can only dispute money sent as goods/services.

if he does not respond in 10 days,case will close in your favor.

the money is being withheld right now in his account,so it would be returned to you.

if he does respond and you dont like it,then escalate to get Paypal review.

buyers will win item not as described and asked to return the item on his dime.

I'm contacting someone to help me, and they refuse to give me a reply. So I told them I'll wait the 10 days. And now I'm getting threats that I'll be put into a database and no one will want to buy or sell from me.
