Where is my money for a refund?

I am out $369.99 for a cancelled order and have not received a refund on, and now you close it on me without any resolution.

I have been waiting since 12/10/2016 on the money to be returned and now this is happening and no way to know what to do next.

It didn't complete so the seller/sender of refund may still have money. Contact the sender and ask them to issue the refund again.  How did you fund the payment?  If the sender refuses to do so, file a dispute on the transaction.
