Lost My Item in the Mail

I bought photo cards/trading cards from a seller and I did receive an envelope in the mail but the photo cards/ trading cards where not in the envelope.  I took pictures and asked the seller about it and they said that they did not put tape on the envelope when they mailed it. As the buyer I received and envelope with tape which was not place by the seller.  So that means the envelope opened in transit and the photo cards/trading cards fell out. What I want to know is what do I do from here.

your seller should either sent replacement or refund.

if he has insured the package,he would file claim.

if he does nothing,file paypal dispute of item not as described ,do not file item not received as you did receive something -emoty envlope
