Hold time over two 7 cent transaction refund item not shipped

So as I write this it has been 70 minutes that I have been on hold to discuss a refund for two 7 cent transactions placed on April 18th. I have already talked to 4 people sadly as well. The items have not been marked as shipped, the sellers have 0 feedback and have not responded for over a week. Thanks for the help PayPal, my purchasing Confidence is oh so very high right now ROFL.

Purchased April 18th, dispute is available through eBay not until July 16th is a bit excessive..... so I called and got the run around....
